32. - (1) In respect of any motion or any bill under consideration on report or any Lords amendment to a bill, the Speaker shall have power to select the amendments, new clauses or new schedules to be proposed thereto.

(2) In committee of the whole House, the Chairman of Ways and Means and either Deputy Chairman shall have the like power to select the amendments, new clauses or new schedules to be proposed.

(3) The Speaker, or in a committee of the whole House, the Chairman of Ways and Means or either Deputy Chairman, may, if he think fit, call upon any Member who has given notice of an amendment, new clause or new schedule to give such explanation of the object thereof as may enable him to form a judgment upon it.

(4) For the purposes of this order, motions for instructions to committees on bills, motions to commit or re-commit bills and motions relating to the proceedings on bills shall be treated as if they were amendments under paragraph (1) of this order.

(5) The powers conferred on the Speaker by this order shall not be exercised by the Deputy Speaker save during the consideration of the estimates.

32. - (1) Riguardo a qualunque mozione o a qualunque progetto di legge in esame nella fase della relazione o a qualunque emendamento approvato dai Lord ad un progetto di legge, lo Speaker avrà il potere di selezionare gli emendamenti, gli articoli o allegati aggiuntivi da proporvi.

(2) In sede di commissione dell’intera Camera, il Chairman of Ways and Means o uno dei suoi Vice avranno lo stesso potere di selezionare gli emendamenti, gli articoli o allegati aggiuntivi da proporre.

(3) Lo Speaker o, in sede di commissione dell’intera Camera, il Chairman of Ways and Means o uno dei suoi Vice, può, se lo ritenga opportuno, invitare un Membro che abbia dato preavviso di un emendamento, articolo o allegato aggiuntivo, a spiegarne lo scopo in modo da consentirgli la formazione di un giudizio su di esso.

(4) Ai fini del presente order, le mozioni di indirizzo alle commissioni su progetti di legge, le mozioni per assegnare o riassegnare progetti di legge e le mozioni relative ai lavori su progetti di legge saranno trattate come fossero emendamenti ai sensi del paragrafo (1) del presente order.

(5) I poteri conferiti allo Speaker dal presente order non saranno esercitati dal Vice dello Speaker salvo che durante l’esame delle stime previsionali.
